Who is he?

Fabius Bile, is a Chaos Space Marine Apothecary who is originally from the Emperor's Children Traitor Legion. He has repeatedly attempted to use his vast knowledge of cloning and it's process of genetic engineering to create superhuman beings to be under his control. His end goal - to exceed the Emperor's Primarchs and the Adeptus Astartes.

The Miniatures:

The box comes with two models; one of Fabius Bile, who is resembled in a flesh-coat of past victims and various tubes of biochemicals surrounding him. The other of a surgeon acolyte, a disciple of the Spider and his ways.

The two are fantastic models for either painting, customizing and adding to a Chaos Space Marine army. It really stands out on the field of battle and you can have endless fun with the chemical tubes and adding an amount of neon-like colour to depict a rather (most likely) gruesome cocktail of liquid.

 

The Lore:

Not going into too much detail here, but if you wanted to read some stories of Fabius Bile - most of which are truly depicting our villain, a twisted follower of Chaos whom experiments with humans and xeno alike. One of the more fascinating ones is of Istvaan V, where amongst other things, creates his "Cloak of Flesh" - his garment as showed on the model.

Then again, we're not surprised that a Lord from the Chaos Faction has a fondness of these sorts of things!
